New pc not connectable

My old pc died which connected fine but my new pc wont connect. im using the same router which was forwarded on the old pc, im using xp, and utorrent 1.6, ive entered the same port number as before and followed the guide to setting up static ip which i didnt have to do on my old pc for some reason, im also having the same problems on my laptop. ive added the port to windows firewall and even turned off the firewall, it didnt seem to matter how many times i did a format and reinstall on my old pc, it worked everytime with out changing any settings in windows, i only had to set up utorrent and i would get a green tick, but with this new pc im in the red. im over looking something here.

Well, ive sorted the problem by defaulting the router and starting all over but now my DHT is only connecting to 1 node not the normal 250 plus, any advice that i havent allready read about ?
