It doesn't waste any more resources if you don't have a file called ipfilter.dat in the same directory as it (or was it the %appdata% directory...?), and you can also disable it in the Advanced Options page if you want to be sure. Even though I don't use ipfilter.dat myself, seeing a BitTorrent client's tray icon flash/change too often can get annoying. I think that if you use ipfilter.dat, chances are that you're going to get a lot of blinking with this kind of feature. Also, is it really that important to know when you block an IP?
