Troubleshooting straight wall jack connection.

I apologize for any vagueness as my information will be second hand for this whole process. I have a friend who I was helping get set up with bittorrent, however they do not have a router, but simply a straight connection into their apartment wall. The internet is provided through the apartment, and not an independent bill, so she doesn't know who her ISP is. We've made sure that there are no anti-virus or software firewalls blocking the connections on her computer. However she still cannot get a port to be open. She has tried disabling, enabling, and forcing encryption, all with no effect. She is unable to connect to or even see any seeds or peers. I've exhausted all of my ideas on what the problem might be, I would appreciate any ideas or thoughts you could provide.

I've also ruled out the possibility of tracker registration problems.

I also apologize if this has been answered previously, tried searching but not sure exactly what to search for.

Edit:

Could I need to set a static IP address? I've seen slow speeds because of a dynamic ip address, but never no connections at all.
