What are the Numbers in the (_)

I am trying to figure out what the numbers mean in the parenthesis for Seeds and Peers. For instance:

Seeds 12 (102) and Peers 18 (130)

What do the two numbers mean?

When the download stops the first number on seeds usually goes away. How do you know if anyone is still seeding a file? What do you look for?

The ones in the parentheses are the number of seeds or peers in the swarm.
