O.o

Do you have sufficient permissions...? I've never run into such issues, and it should be as easy as installing Wine, and running µTorrent from the commandline using wine path_to_executable (where path_to_executable is, naturally, wherever you stored the executable). When µTorrent first runs, it'll ask to create shortcuts for you, and if you allow it to, it'll create a pretty icon on your desktop for you.

Make sure you're using the latest version of Wine, and the latest version of µTorrent (1.7 works very smoothly with Wine).

Via the commandline, run chmod +x path_to_executable I suppose, though I'm not sure why that should be needed. Make sure you're running the latest versions as I already suggested, and try redownloading the µTorrent executable to wherever you want to run it at.
