ipfilted.dat is loaded, but doesn't block anything

I created my ipfilter.dat file, put it in %AppData%\uTorrent folder (there are settings.dat and other files, so I assume it is in the right place), option ipfilter.enable is set to true. When I start uTorrent ,logger shows message "loaded ipfilter.dat (210185 entries)", but then it doesn't show any blocked peers even when I check log peer traffic and verbose options. Format of ipfilter.dat looks something like this:

207.30.139.0-207.30.139.255

207.30.150.0-207.30.150.255

207.30.177.0-207.30.177.255

207.30.185.0-207.30.185.255

Same thing happens both with version 1.6.1 and 1.7 rc2. I have to use forced connection encryption and uncheck "allow incoming legacy connections" ( otherwise I can forget about any bittorrent traffic), but I doubt that it has any connection with problem and I use Windows XP SP2 (fully patched). I assume that I'm doing something wrong, any help is welcome.

Addresses above were just example. Whole list is generated using Black list manager , and if I convert it into Peer Guardian format and load into PG, after 4-5h I have over 1000 IPs blocked, but when I use ipfilter.dat with same torrent (without loaded PG) after 4-5hrs I have 0 IPs blocked.

If µTorrent is firewalled in any way then the only connections you'll get are outgoing connections that µTorrent itself makes. But µTorrent won't even TRY ips in your block ranges (inside ipfilter.dat), so you'll never see a blocked ip mesasge in µTorrent.

A subtle error in your blocklist file may mean it works just fine in Peer Guardian but µTorrent may be ignoring everthing past a typo in your file. Have you tried a 'block nearly everything' 1-line ipfilter.dat file to see if it's working at all?

That clarified a lot. I was thinking that logger would log both blocked incoming and outgoing connections. Simple line like 0.0.0.0-255.255.255.255 gave expected result - uTorrent couldn't connect to any peer. And yes, uTorrent is most of the time "red" but rarely I do get incoming connections (thanks to my restrictive ISP) what can explain whole situation.

The fact that Peer Guardian was blocking 1000's of them suggests either you WERE getting serious incoming connections or µTorrent was making lots of outgoing connections that Peer Guardian blocked.

I must say that µTorrent not knowing WHY connections are being broken by Peer Guardian doesn't seem very practical...µTorrent is just as likely to retry a 'bad' ip even with Peer Guardian running. It's not so much an issue anymore that Peer Guardian misses a connection as just that it probably eats up more resources that way.
