windows reinstall killed my speed

My computer crashed lately, and instead of spending weeks to repair, I opted to just format disk and reinstall windows completely. So I'm starting fresh. Since I've done this, my downloads are lagging quite abit from what they used to be at. Other considerations, I moved from Wisconsin to Ohio, same ISP though. I basically set utorrent to how I had it set before it crashed, but downloads are not what they used to. Good example: I connect to seed great, no problems, but if I'm pulling from a swarm of 900, I'm connecting to about 8-11, thats it. Tried finding info, and all changes I made did not make a difference. I have also run the LVL patch and set that to 100, and half_open in utorrent to 70. Thats the only major tweak I did, oh and downloaded some other patch from speedguide, and automatic one for xp. Any initial thoughts on this?...something I can try?...or double check? Here is my speedguide rating: 6695 kb/s down, 423 up. Thanks ahead of time.

tried them all, trust me, been messing with the settings for the past 6 hours, and nothing seems to be working. I mean, it works, just not like it used to, you know? I don't know why I would have had something set drastically different than before, considering this is the same machine, just reformated and from a blank slate. You don't think BIOS would have a major influence, do you? It's set to default since I reinstalled everything. Biggest thing is I can't understand why I can't connect to that many seeders, as before, if there were over 55 seeders, I would max out at 55. 2000 seeders?...55 for me, all the time, and I had it set at 100. Never made a difference, 55 is great, and clear sailing for getting a 700 mb torrent done in an hour. But now, 8 our of 978 seeders?...and I'm pretty sure it's not a fake.

Do you have DHT, Resolve IPs, UPnP enabled in µTorrent?

(These can be problem-causers for marginal networking software and hardware...and this includes being on hostile ISPs.)

Have you tried lowering half_open in utorrent to only 4-8?

(No sense trying to connect to 70 new connections at once if you're only going to hold onto maybe 50-100.)
