ubaid88
After applying the tweaks and speed settings my downloading speed reached at 50 kbps for few minutes then slows download 10 kbps but then it neither increase nor decreases then 10kbps. My connection type 768KBps broadband and my Windows is Vista. I think the problem could that cannot cannect to seed because a torrent had 52 seed and i am only connect 25 of them. It there a tweak to connect maximun number of seed. I also download open office and ither linux ISOs but speed is stuck at 10 kbps. But normal download speed from website 50-150kbps per second but not less than 50 kbps.
Switeck
Your ISP may throttle, but it also sounds like you don't know what your connection's max UPLOAD speed is either. Chances are, it's way below 768 kilobits/sec...maybe even below 128 kilobits/sec.

funchords
Aitken:1. The mark we use to end a sentence is a period. A capital letter signifies the beginning of a sentence. Please help use to help you.2. You can take your upload down further, however your download speeds will be impacted. BitTorrent is a Tit-for-Tat protocol. By design, peers tend to upload the fastest to those who also upload the fastest.
