Utorrent downloads stopping and IE not working when utorrent active

Hey

Well I am not sure what is up. First of all I made some XP tweaks from www.tweakhound.com

Now utorrent will not download. It starts to grab seeds then stops at 4 or 5 seeders with download speeds of .05 and lower. All of a sudden downloads stop.

On top of this IE nor Firefox will connect with utorrent running.

Did I make a change I should not have to a service or in the registry?

I am dead in the water.

Undo the tweaks.

Use a system restore point

Not having luck back tracking. Seems that it would most like be one of the services turned off that should be on. Any other suggestions would be great. Thanks
