configurations for Utorrent 1.7.2

My configurations for Utorrent 1.7.2:-

I tested the upload speed -213kb/s

I selected 192kb/s uploaded speed in the speed guide

At the connection window , I input 19200 for globle bandwidth limited.

Do I need to change queueing settings.

How about each torrents has bandwidth Allocation->High,Normal,Low->upload/download limited.

Do I need to change upload limited with respect with globle bandwidth limited ?

What's the different between them ?
