Switeck
It could be your ISP blocking BitTorrent traffic.Have you done searches here and GOOGLE searches to confirm/deny that?

Switeck
ISP = internet service provider = who you get your internet access from.A lot of them are cheating their customers by throttling/blocking major portions and functions of the internet.Yours may be one of them! But I don't know who your internet service provider is to tell you who/what to search for. Switeck
Others have posted problems with TalkTalk:http://forum.utorrent.com/viewtopic.php?id=4422http://forum.utorrent.com/viewtopic.php?id=4608http://forum.utorrent.com/viewtopic.php?id=6568http://forum.utorrent.com/viewtopic.php?id=7190(If you do a search here for talktalk, you'll see that's just a fraction of the complaints!)You can try a proxy setup, but it will be a huge speed hit for the not-completely-BT-throttle ISP hours...plus, you'll likely be forever firewalled while using a proxy. Switeck
Azureus has a list of BAD ISPs, but I'm unaware of a list of good ones. Something to note, a small ISP often gets its internet connection through a larger one -- so the smaller one may NOT throttle BitTorrent but get throttled all the same by the bigger ISP throttling BitTorrent. It pays to REALLY do research before subscribing to an ISP for year-long contracts!
