Port errors

I keep getting port errors, and I doubt it has anything to do with the firewall, since Norton is allowing it.

A bit ago it just randomly stopped going at fast download speeds with a green tick. Now it doesn't go as fast and only ever has an exclamation mark. Could someone help me find the problem?
