All peers same download speed

Practically all peers (all but four or five) show the same download speed. Screen grab is included. I tried adding up all of this, and it seems to be correct. It goes 0.9 then 1.0 then 1.1 then 0.9 back again, all of them at the same time. The four/five that have a different speed are always slower than the rest.

I've never seen anything like this in any swarm, and I've been using Bittorrent since the very beginning and have downloaded thousands of torrents.

So what gives?

Your connection is likely overloaded.

I see this happen a lot in swarms that easily have enuf bandwidth to max out my connection.
