Hey guys

I am having difficulty with downloading torrents. I dont know what net i have. Its Bigpond Adsl

and yeh the thing is my utorrent speed is varying the speed rate from like 3.2kB/s to less then back then less, less less, less back to 3.4, thing is it never goes above like 4. and thats with no program being use. then i opened limewire to download a song and the rate there is 16kB/s and higher

why. how can i set my speed like that in utorrent
