No Incoming Connections, But Still Downloading (Slowly)

Hi all,

I've been trying to get some rather large files lately, and I've been having major speed issues. uTorrent tells me that I have no incoming connections. If I understand this properly, it means that I shouldn't be able to download or upload at all. However, I can still download (slowly, max I've seen is 6kb/s), and upload (upload works fine, I've seen it over 400kb/s). Currently, my upload speed is limited to 1kb/s (I've got a 5gb upload/5gb download maximum during the week), however, changing it doesn't affect my download speeds.

I *think* there is something with my firewall or other local settings preventing my downloads from working properly. I can't forward any ports, as I'm on a university network, so I have to live with the limited speed I can get without forwarding ports. However, the university shouldn't be limiting my ability to download, as I've seen friends get much higher speeds than me (not amazing speeds, only 70kb/s, but I'd LOVE to have that right about now). Also, if it was being limited by my university, it should be limiting my uploads as well, correct?

I'm using COMODO firewall pro, and uTorrent is definitely allowed to use the internet fully. Also running AVG antivirus and BOClean. My settings are currently: Upload Limit: 1kb/s, Max Upload Slots: 25, Connections: 125, Connections (global): 800, Max Active Torrents: 15, Max Active Downloads: 15. net.max_halfopen : 8 For some reason, uTorrent doesn't open the speed test when I click the button, but when I run from speedtest.net, I get about 1mb/s up and down (it used to be so much higher during opening week...). The funny icon thing that I'm supposed to mention the colour of is yellow, and hovering over that gives me the "No Incoming Connections" information. Running on WinXP.

Any help you can offer would be much appreciated (and sorry if I forgot to include any info) :)
