If you've uploaded 1 GB to one of them and gotten nothing back...and you're a peer with less percent than them, it probably wouldn't hurt much to block them using ipfilter.dat...However since they're probably on a dynamic ip, remove the ipfilter.dat block entry after a week or 2.
