Dealing with stick/slow torrents in the queue?

I currently have my queue settings configured tto allow for a maximum of 7 active torrents (upload or download), and a maximum of 5 active downloads....

I wanted to know how to handle situations where, hypotetically, 3 or 4 of the torrents in the queue are totally sluggish in their upload and/or download speeds...and I have a bunch of other torrents that are queued and waiting in line to run, some of which I know would run much faster than the ones currently taking up my handful of queue slots?

Is it advisable to stop the ones currently running that are not making any progress and then letting new torrents enter the queue, then checking to see if those are making any more progress? Or would it be better to 'Force Start' the ones in the queue, without stopping the ones that are currently running at a snails pace? Or are there any other thoughts about how to handle such a situation that other might be willing to suggest that i have overlooked?

Let's assume that I currently have lots of torrents in my queue that are essentially stuck, as they are waiting for the several active torrents I have to finish...The active torrents are not really get very good up/down speeds at all...If my goal is essentially completed downloads and uploads with a ration of 1.5 so that I don't have a load in the queue, wouldn't it best wise to stop the active torrents that aren't really making any progress and then start of the other non-active ones to see if they do?
