Checking torrents instead of downloading?

I have multiple incompleted torrents active that have Status: checked 0.0%

Only one of them is (agonizingly) slowly increasing this number.

Is it supposed to do this? Can't remember seeing it before.

Also, while using µTorrent, I often can't use Firefox anymore. Regardless what the download speed is.

Those in "Checked xxx%" are validating after most likely a non-graceful shutdown. Just leave them be.

If you have this happen often, try turning on bt.graceful_shutdown. Always close µTorrent before trying to reboot or shutdown windows, though.
