no change while cutting upload or dawnload rate

Hi. I have strange problem. My utorrent dont react properly on my commands. I have DSL internet and Windows Vista. My max download rate is 128kB/s and upload 32kB/s. When i change for example 32 to 24 kB/s upload nothing changes. All the time it uses as much as its possible so it cuts down my download rate. Why is that?

There's a new feature that is ENABLED to allow unlimited download/upload speed to supposedly local seeds and peers.

It's under Preferences, BitTorrent:

1.Enable Local Peer Discovery (to FIND the local peers)

and

2.Limit Local Peer Bandwidth

Uncheck #1 and check #2.
