Noob Question - Posting Torrent Comments

I've read the FAQ and did a search of the forums, but I can't seem to find what I'm looking for. How can I leave a comment about a torrent either while it's downloaded, or after it's been downloaded so that while it's seeding, the comments list gets updated. Is it possible?

Only if the website you got it from supports torrents.
