port doesnt open but good speeds

im having standard dload and upload speeds for my dsl, but for some reason my set ports are blocked. all of them. it's strange cause it was working, and i reinstalled sp2 on my pc. dont know if it has anything to do with it but i've:

1. turned on the ports (tcp/udp) in my router

2. added the ports to ZA expert rules

3. also configured portforwarding, static ip

i always get open ports but i just reinstalled xp sp2 (dont know if that is the prob, windows firewall is off too). i tried other port checkers on the web and they all agree. anybody know why this is so?
