If you're getting more download speed than upload speed, you're probably doing ok. After all, if you're downloading faster than uploading...someone else isn't. (Admittedly, they may be a seed...but many if not most seeds don't stick around as long as they took to download the file.)

A 3 megabits/sec download line probably maxes out around 300-350 KiloBYTES/sec for a single-connection website HTTP download. BitTorrents tend to run a little slower because there is bandwidth used up by having lots of connections at once plus BitTorrent communication traffic that is not directly a part of the file itself.

Your upload side probably is 512 kilobits/sec or less, so don't be surprised if you never upload faster than 50 KiloBYTES/sec. You'll need to make sure of that amount, as that's what Speed Guide (CTRL+G) asks for.
