Shown as "not connectable" and have extremely low upload speeds

I have a Linksys router, Symantec Client Firewall, and am on Shaw (Canada). I am pretty sure that I have set up the port forwarding correctly, but I am still shown as not being connectable, and I suffer from really low upload speeds. I have a yellow icon, and when I try to "Test if port is forwarded correctly" it tells me that it isn't. The same thing happens even when I completely disable the Symantec firewall.

I honestly don't know what to do. Any help would be much appreciated!
