sudden speed drop from usual speed

Hello all

I'm in Canada and using bell sympatico highspeed service. I've never really had a speed issue up until about a few days ago. Usually I'd download several files and depending on a good connection I'd hit 500kb/s.

I haven't touched anything (I do remember doing a windows upgrade though a few weeks ago) but all of a sudden my torrents don't really download faster than around 25kb/s, it seems like as if someone had set the speed limit to that.

I triple checked and max upload is set however the max download is a 0/infinite.

Does anybody have an idea of what's going on?

I did read that bell was tweaking the speed for xbox users or something?

It's frustrating to wait 2 days to download something that normally takes less than 2 hours.
