Utorrent blocks some other connections

Suddenly I found my Utorrent blocks some programs from accessing Internet. Namely: my mail client (The Bat!) and ping.exe (pinging any site gets "connection timed out" message). At the same time Utorrent is working properly (uploads and downloads), my IE is also browsing the sites for which ping.exe gets timeout.

After I close Utorrent (minimum 1 minute should pass), my email client starts reaching servers and ping.exe starts getting right answeres from sites. If I run again my Utorrent, the problem comes again: these two programs are blocked again (maybe some others are blocked also, but these two are the ones I found so far).

I have Vista x64, Windows Defender switched off, Kaspersky Internet Security shut down, no other firewalls.

Has anybody faced the same problem? Any advice?

Read the link of course. But failed to find a similar trouble : in most cases, when people has slow or zero download speed, this is affected by all programs. In my case, only part of the programs is affected when Utorrent is loaded in memory (even when all torrents are paused).
