Limiting uploads slots is broken

- global upload slots set to X.

- torrent upload slots set to (less than X).

- "Use additional upload slots..." UNchecked.

- no local networking.

Situation: Torrent with large piece-sizes; attempting to restrict upload slots to force complete pieces sends more quickly.

Problem: Some slow peers will pause briefly (a second or two), and during that time uTorrent will begin sending to another peer even though it is already trading to the maximum number of slots that I've specified. (To aggravate things even more, it will then seemingly "fix" the arithmetic by ceasing UL to the slower peer -- which means he then has an aborted piece, which is extremely annoying when I am initially-seeding.)

I can't seem to find it, but I posted over a year ago that µTorrent was uploading to more people than I allowed upload slots...and I had screenshots to prove it. Turns out it was the same thing, upload speed "decaying" away on peers with little u flags.
