Very Very slow download speed

I'm only getting 3 kb/s atm, max was 16. A month ago i was getting maximum 40

My max download speed is 3000 Kb/sec and i set it to 300 KB/s

My mas upload is 300 kb/sec and i set it to 30 KB/s

Upload slots is at 3

Connections is at 70

Global connections is at 130

Max active torrents is at 2

Max active downloads is at 1

My port is forwarded.

Net.max.halfopen is at 40 (patched to 100)

OS is windows XP SP2

I'm using Comodo firewall pro, no antivirus ATM (just uninstalled the POS symantec)

Router is D-Link WBR-2310, modem is Motorola Surfboard SB5101

EDIT: Slackware is just as slow
