Arcor (DE ISP) / BitTorrent connection problems?

Hi folks,

I've been experiencing some trouble with µTorrent in recent days: most peer connections die with a "Disconnect: Peer error: offline (timed out)", most of the time, but intermittently, things work (but always for a short while only).

This has started a few days ago, around the beginning of December, so I'm wondering whether my ISP (Arcor, in Germany) decided to impose some new limits or otherwise interfere with BitTorrent now.

Is anyone else seeing this as well? I'm using the latest µTorrent, of course, and there's nothing else running that would use up bandwidth.

Also, is there a way to increase the time out for connections? (I suppose that this may be a general windows thing rather than something µTorrent-specific, but any tips would be great...)
