Uploading speed problem

Hi I'm from Singapore and I'm having problems with my internet. When I test my internet speed at speedtest.net it will malfunction at the uploading part. My downloading test works fine. I tried the DOS mode and my download test works well too. However I received problems at the upload test yet again. ping disconnected or something if i remember correctly.

A question here, will malfunctioning with "uploading" slow down my browsing speed?

For torrents I have certain torrent files with huge download speeds with e.g. 900% health but torrents with pathetic download speeds with health at 3k+. Whats the problem here?
