not sure whats going on

i have utorrent 1.75 running on a clean install vista.

i cant seem to surf while utorrent is going.(the server was reset etc)

i have a 1.5mb adsl connection

i can download thru browser at around 150-160kbs.

utorrent hovers around the 40 kbs, but occasionaly it ramps up to about 500 kbs then slowly goes done to nothing (0kbs) then back to around the 40 kbs again

any pointers?

Many ISPs don't block / shape / throttle port 80 because it is ubiquitous. Other ports on the other hand...
