Need help with my upload files

Hello,

Some how while I was trying to increase my ratios from 1.00 to 2.00 or higher (to keep up my download to upload percentages) I made a change that marked all completed downloads finished. I have gone into preferences and made the ration 200% but I can't seem to effect any change. Can anyone tell this noob what he is doing wrong?

Change/disable the seed until options and then select them all and start them again?
