Windows Firewall?

Hi guys

I have had an ongoing problem trying to change my incoming connections symbol from amber to green(i'm on vista by the way), Anyway I found that in my 'windows firewall with advanced security' Inbound Rules section thier are four lock symbols next to utorrent,on other apps some have green ticks some have a no entry sign type of symbol all im wondering is that okay or should i change it for better utorrent speeds/connections?
