I've been working with computers most of my life, I'm now 21 and I learned my first coding language in grade 7, ah perl..

Anyway, I'm just saying that so I can say this with full certainty,

this makes no freakin' sense.

I was just on the phone with my lady from my ISP (Eastlink) and she said that my speeds were fine (And they are, I'm downloading locally at almost 2 mb/s - However, uTorrent refuses to go above 26kb/s on a torrent with a 300 : 1 ratio for seeders.

WHY?!

I have tried EVERYTHING that you've listed.

uTorrent thinks my network is PERFECT

Port checker is A-OK

Speed guide is showing me as a 10/mbit user

net.max_halfopen is set to 8, though I've tried 4.

Using windows XP Pro sp. 2

Only security software is AVG Anti Virus

Using router DI-524 Revision A, though I have tried disconnecting my router for speed testing.
