Vista Problems Not Going Away

hi guys i have just upgraded to vista to find theat my downloads ahve gone from on average 12 - 14KB/s (which is bad i know but i am in a back water place with slow internet) but then i got worst after installing vist it is now in the range of 3 - 0.1KB/s i have followed all the guides i have a static ip, ports a forwarding speed test are done and set i have run the half open conection patch and still nothing

does any body have any other help or sujestions (rolling back to XP is NOT an option)
