Speeds are weirdly down

For some reason, after I installed SP 1 on Vista, my speeds are insanly down. It's usually at around 320 kb/s, but now it seems set at 30 kb/s. My speed settings are at xx/640k and have the port forwarded in Windows Firewall and my router (D-Link DIR 625). Ive tried encryption on and off, and the open office torrent still is at 30 kbps. If any more info is needed plz let me know, i've been searching for a few days and still cant find a solution.

No i didnt actually, I just let it run for a bit, like maybe and hour or two and then instantly my speeds went up again

I'm having similar issues & I have tried everything I can think of short of shutting down & trying again?? I went from 100 + KBPS download & 200 + KBPS upload to 3 KBPS down & 6 KBPS up. Host is still there & I have seeds & peers. Something changed while I was away. Good luck!!
