proxy connection error

Attempting to download, The tracker status is showing : Proxy connect error: no connection could be made as the target machine activly refused it... wot does this mean and how do i change the settings to be able to start downloading... this has been going on a for a couple of days but as i havent been able to check on it i was unable to realise this problem sooner. Any assistance would be greatly appreciated.

If you are using a proxy setup under Ctrl-P -> Connection -> Proxy Server and don't need one, uncheck and disable all of that.
