Thanks for taking the time to help. I just finished trying all of the steps listed in the sticky "IF YOU HAVE SPEED ISSUES READ HERE FIRST" thread but so far haven't had any luck.

My issue is that the download speed is no where near the limit of my connection speed and most of the time my upload speed is nearly three times greater.

The guide said to list my specifications when asking for help so -

My network status light is green

Port checker says "OK! Port xxxxx is open and accepting connections."

Upload limit is 80% of the speed test result

net.max_halfopen is set to 8

Windows XP SP3, 2ghz Core 2 Duo (no 64 bit extensions), intel 945 chipset with 1gb ram

No security software active (does adaware count?)

Router is a ProCurve 7102dl

Thank you for going through research before reporting :D

What setting did you use for the Ctrl-G Speed Guide? Do you get at or near your advertised speeds when running a test torrent from http://distribution.openoffice.org/p2p/ ?

When you notice yourself on a swarm to which you are giving a proportionally large amount of your upload to and yet receiving little in return, what kinds of flags are you seeing on the peers in the Peers tab? When you are uploading it will show "U", and when someone is letting you download from them it will be "D"... I regularly see "IHEX UD" If you see alot of "K" or "S" then there still is some incompatibility with your settings and your connection.

That's a nifty output from tasklist but it doesn't give a tree view like Process Explorer does. I don't recognize the non windows related apps so forgive me for asking if you are running any "security software" or a bandwidth limiter or other firewall applications which may be interfering with your connection. Generally speaking downloads are not constant, but upload should be. If you switch to the Speed tab and scale back to 5 or 30 seconds you will see whether or not you are uploading consistently (you will see a straight horizontal line at or near your maximum set upload)... which means you are getting all you can from the peers which you are connected to.

For the speed guide setting I originally chose the setting closest to my speed then went in and manually reduced the maximum upload rate to 80% of the true reported speed.

I forgot to mention that I did a test download of open office. I don't think it was fast enough to stress my connection so I deleted the copy of open office and started the torrent again plus a combination of 3 very popular torrents (I am Legend, 3 10 to Yuma and Superbad) for faster results which still showed the large upload/slow download speed.

The overwhelming majority of peers are some combination of ud ihxe with maybe three s and zero k

There is no security software or firewall.

The download speed is consistent for the most part. It usually runs at high speed for 30 seconds or longer without much change. Sometimes I see dips in speed but I attribute most of those to other network activity. The fastest sustained upload I have ever seen is only about 60% of my maximum upload capacity (though it usually runs much lower).
