I beleive that the problem with tracker updating is caused by Windows Update which updated tcpip.sys last Tuesday http://www.microsoft.com/technet/security/bulletin/ms08-001.mspx

According to the Forum and FAQ the solutions can be either to uninstall the update or patching the tcpip.sys. For obvious security reasons i want to keep the update, and I'm worried that applying the patch can revert tcpip.sys back to unsecure version. It's that possible?

Also, i haven't applied that patch before at all, and uTorrent was working correctly with net.max_halfopen set to 8 and with original (SP2) tcpip.sys limit (10 ports). So I wonder if patching would even help to solve the problem.

As the word patch says it never revert anything to the older version. An universal patcher exists for all version of tcpip.sys regardless of its version. It finds the offset of the bytes must be changed in tcpip.sys and creates the reqired check codes for keep windows complaining about a modified system file.

You can try it as if it does not solve your problem the patcher allows you to undo the changes at any time later.

Edit : May you check your event viewer before patching for EventID 4226. If you can't find many entries with this number then your problem is probably not tcpip.sys related.

I used Patcher from uTorrent FAQ (http://www.lvllord.de/?lang=en&url=downloads), set limit to 50 and restarted PC, but I still cant connect to trackers. Approx only one of ten attempts is succesful after long delay. The net.max_halfopen is still set to 8. I dont know what else i should try

What firewall/other security software do you use? What about a hardware firewall in your modem/router? Try the OpenOffice torrent and report back with the results.

Also, are you sure your ISP's policies vis-à-vis BitTorrent haven't changed for the worse?

I use Kerio Personal Firewall with uTorrent allowed In/Out connections and hardware router MSI RG60G with port for incoming connections forwarded (port test in uTorrent is successful). The router is quite new (about two weeks) and maybe is causing this problem - I was finding information in this forum and i ran across the Windows update problem with same symptoms as I encountered, but that was probably misleading, becuase as I have mentioned I always have the advanced setting set to 8 and was using unpatched tcpip.sys before. Now I'm really not sure if the connection problem didn't appear before the win update. So the problem could be the router :/

I've tried to download OpenOffice torrent, and it started to updating the tracker and find 2 peers but then outtimed and red arrow appeared.

So is there any workaround to routers, if it's that causing this problem? Or is it issue with tcpip.sys. I'm confused

Also when I patched tcpip.sys I get rid of tcpip event in Event Viewer. But that didn't solve the problem.

Well, if you're absolutely sure Kerio's not blocking uTorrent, then ok...

Does the router have a hardware firewall? Check its setup/config for more.

Any antivirus/anti-spyware etc. in use as well. Make sure they're not blocking uTorrent either.

Also post HijackThis/ProcessExplorer logs.

When you know your ISP's modem make / model and put your router into http://portforward.com/guides.htm that may help you make the diagnosis of rules easier.
