Is it possible for my ISP to control peers connecting to me?

I've done all the guides in portforward.com and here in utorrent but when I check if my port is open its still closed.

the color is still red.

My router is DSL-520T

I already got a static IP and also edited what needs to be edited at the website of my router

I asked help from my ISP regarding about utorrent downloads it only got worse.

If it is THEIR router connected to THEIR modem I wouldn't doubt it.

If their MODEM includes router support as well you will need to change the configuration accordingly. Multiple methods include changing to "bridge mode" and forwarding the specific ports to the router's IP, in which case the router will then forward it to you.
