Do something when a new torrent is added?

I know it's on the feature request board, but I still need to do something like this in the meantime. I search on these forums for a bit and I couldn't find anything remotely related. A while back I read of someone using a program to monitor for new folders. I was wondering if anyone is actually doing this now, and if they could tell me which program they were using. I'm working with windows ATM, otherwise I'd just write up a batch script and add it to cron. Anywho, the program I'm searching for would need the ability to run an external exe when it detects a new folder. I hope someone knows what I'm talking about.
