Setting global bandwith limits (UPLOAD) doesn't make a difference

I'm running Win Vista Home Premium with uTorrent 1.7.5

I have set my maxiumum upload rate to 15 kB/s (as well as the alternate upload rate to the same thing) yet uTorrent is showing me a speed of 28, 30, 35 kB/s upload in the Up Speed.

I have tried to set it to Automatic, hit apply, then go back and set the limits as I posted above, and it doesn't seem to make a difference.

Is this an issue with Vista or with uTorrent v1.7.5.

Has anyone else noticed this? Any insight on this would be appreciated. I don't have UL/DL limits from my ISP but this behaviour is definitely strange.
