1.3 Using BW Alloc sometimes doesnt factor Glb Max Upload...

When using BW Alloc sometimes the Glb Max Upload is not met.

e.g.

Glb Max UL=95

Trt1 max ul max=40 bwa=high ...dl rate 40

Trt2 max ul max=25 bwa=normal ... dl rate 21+- Never hits trt max

Trt3 max ul max=30 bwa=mormal ... dl rate 26+- Never hits trt max

Set Trt1 bwa=normal and Trts 2+3 rise to max speed assigned.

This not a torrent activity issue. Can reproduce by setting trt1 back to high!

Update:

Given some other issues with 1.3, I reverted back to 1.2.2.

On 1.2.2, the BW Alloc works well in distributing the bw across Glb Max and levels set accordingly. Just wanted to pass that info on.
