Port forwarding problems

Okay, this is really starting to piss me off after spending several hours attempting to diagnose this issue. The problem I'm seeing is that no matter what port I physically forward, Utorrent (1.7.7) still says "No Incoming Connections" at the bottom with the typical yellow triangle warning sign. The port checker now ALWAYS lists every single port I try as not being open. The messed up part about this is the fact that I am properly forwarding the ports in my router, so technically they are forwarded however Utorrent still says they aren't and is operating at significantly reduced speed. I have tried uninstalling and reinstalling the program, have tried tons of different ports, have created a static IP address and followed all directions at Portforward.com for my Network Everywhere NR041 router, and I have quadruple checked every setting possible in my router and in Utorrent. Is this some kind of software bug with the new version? I am very familiar with port forwarding and have been using Utorrent pretty much trouble free for quite awhile now. It seems to have only run into this issue since I upgraded to the current 1.7.7 version. Is anyone else having the same constant port forwarding issue, and if so is it a problem affecting lots of people?

Is it possible your ISPs modem also has router functionality? Additionally I use http://www.canyouseeme.org and http://www.utorrent.com/testport.php?port=YOURPORTNUMBER and https://www.grc.com/x/portprobe=YOURPORTNUMBER to test open ports. Checking out my post after following the How-To may point out steps which were unclear or you didn't previously think of to check for forwarding issues.

Thank you Jewelisheaven. I appreciate all the help. Everything works now. When all was said and done, it turns out I forgot the second router/hub I have right before my cable router so I was only forwarding the port on one router and not the other. ;-) Although I'm an idiot, I'm just glad I wasn't dealing with a throttling/ISP issue here.
