you mean a tracker url, or what? If you want to create a torrent, you should use the tracker url which is provided by the site you are uploading it to.

If you only wan to share the torrent with your friends (without uploading it to any site), you can always use an open tracker url, such as

http://open.tracker.thepiratebay.org/announce

or

http://www.torrent-downloads.to:5869/announce
