Bandwidth is reciprocated as-available with bittorrent... therefore it's generally understood you are downloading at your peak as long as you are uploading to each peer ~ 3 KiBps. Seeds give you spare bandwidth they have when you get a slot, and peers give to you based upon their spare bandwidth and what you give them.
