Down Speed is how fast you're downloading on that torrent. Down Speed under Peers is how fast you're downloading from that peer. Peer Dl. has actually been expanded to "peer download rate" in 1.8 to make it seem a bit more obvious. That is to say it is, according to their piece reporting rate, how fast uT estimates the peer to be downloading. It sounds like you're new to uT so could I recommend you getting the Manual (µManual below) it also describes this @µTorrent User Manual > Appendix A: The µTorrent Interface > Main Window > Detailed Info Pane
