Down Speed is how fast you're downloading on that torrent. Down Speed under Peers is how fast you're downloading from that peer. Peer Dl. has actually been expanded to "peer download rate" in 1.8 to make it seem a bit more obvious. That is to say it is, according to their piece reporting rate, how fast uT estimates the peer to be downloading.
