Seeds and Peers drop to 0

Currently I have 2 files running:

Seeds Peers

(35) (100)

(111) (262)

They go up to about:

7(35) 3(100)

15(111) 3(262)

After around 10-15 minutes they drop to

2(35) 0(100)

0(111) 3(262)

down speed stops but Up Speed continues

I shut down utorrent and restart utorrent and it is back up:

7(35) 3(100)

15(111) 3(262)

I have to repeat this around every 15 minutes to keep a good down speed

any way to keep the down speed going without restarting?

Port forwarding was off by 1 number

If the peers are also dropping due to ISP interference you can also try Encrypting the traffic. This option is under Ctrl-P -> BitTorrent.

Glad to see you rechecked your settings and found the port number problem
