Somatic
My speed starts out good.. for about half a minute.. then all the peers that are giving me good download speed stay connected.. but the rate at which they transfer to me drops to 0. Then a new peer connects, I get good speed, but then that rate drops down to 0. And the process repeats infinitely.. Could my ISP be doing this? I'm seeing alot of X flags too, I never used to see them before.

It helps others see what you may have missed or overlooked. Most often this type of management can be lessened by using encryption. After that it requires lessening of your visible packets sent to the internet... including DHT, high peer connect rates and high peer counts.
