Extremely slow downloads suddenly

Firstly, I know that my ISP is in the bad ISP list.

Normally I download I will get 50kb/s - 80kb/s and sometimes 100kb/s

but yesterday onwards, the speed will not rise above 20kb/s.

So now what I am looking for is to restore the speed to the previous states.

INFORMATION WE MIGHT NEED IF NOTHING ELSE HELPS

# EVERYTHING you've tried so far, including ANYTHING listed above (Tried the tweaking method.)

# Color of the network status light in µTorrent's status bar (Green Colour.)

# What the port checker from the Speed Guide writes (OK! Port is open and accepting connections. You will be able to receive incoming BitTorrent connections.)

# What the Speed Guide shows your settings to be (connection type xx/256k)

# What you have net.max_halfopen set to (8)

# Operating system installed (Windows XP)

# Security software installed (kaspersky internet security)

# Exact router model(s), and exact modem model (SB5100 motorola modem, no router)

# ISP (StarHub)

Is uTorrent reaching and sustaining the upload speed max you told it to use?

(look in Speed window of uTorrent for that)

Are peers and seeds disconnecting from you within 1 minute of making connection?

(look in Logger window of uTorrent for that)

Does the torrent/s you're running have availability greater than 1?

(This may require you to turn on the availability column in the top window to see.)

Surfboard modems of almost all kinds are KNOWN to be problematic with uTorrent...causing slowdowns and firewalled conditions for no good reason.
