Have you already proceeded through http://forum.utorrent.com/viewtopic.php?id=15992 post #2? Are you running Ctrl-P -> BitTorrent -> Enabled or FORCED encryption? Try dis-allow legacy connections.... Switeck Posted April 18, 2008 Report Share Posted April 18, 2008 kingpossum,I don't know what networking hardware and software you're using.I don't know what settings you're using in uTorrent.At the moment, I don't know what ISP you have...though I can research that based on your ip.So I must say I don't know....Ok, after researching the ip a little bit, the ISP seems to be a A/DSL provider in Austria...probably low-end lines with minimal download and upload maxes compared to places like Sweden or Finland.I don't know whether the ISP throttles BitTorrent traffic, though this seems possible as something they might have started doing in the last year on account of all the bad publicity and activity that BitTorrent has gotten internationally.So at best I can only guess (badly!) without a LOT of further information.
